**9/25/24 PROJECT UPDATE

Phases 5 & 7 will be constructed concurrently. The 24/7 closure of Kailua Rd. mauka bound lane between S. Kalaheo Ave. and Kailua Beach Center will remain. Roundabout will be closed. Use Kuulei Road.

PROJECT SUMMARY

The project includes the construction of improvements at the intersection of South Kalaheo Avenue and Kailua Road, fronting Kalapawai Market. The improvements consist of reconstruction of the existing pilot/interim roundabout to provide: 1) Raised crosswalks (speed tables), 2) Shared-use path with permeable pavers, 3) Mountable/raised, color/stamped concrete, 4) Color/stamped at-grade walkway, 5) Stools at relocated bus stops, 6) Roundabout center-island redesign, 7) Rain gardens with concrete sidewalks, and 8) Informational signage. These improvements are part of the intersection’s final design that builds off of the improvements realized in the pilot/interim configuration while improving upon areas that are needed for optimal operations and safety for all. Areas identified for improvement include the roundabout’s geometry, vehicle speed, safe pedestrian and bicycle crossings/pathways, and stormwater drainage. This project will be broken into 9 phases of construction that attempt to balance the needs and accessibility of all users while minimizing construction time.

PILOT / INTERIM PROJECT

Constructed in 2018 following a traffic study and community outreach that included the Neighborhood Board, Lanikai Community Association, Lani-Kailua Outdoor Circle, surrounding businesses, residents, and elected representatives.
The pilot/interim project was proposed as a way to test the ability for a roundabout to mitigate existing operational and safety concerns.
Following a period of review, the pilot roundabout was determined to be successful and design and environmental permitting of the final concept proceeded.
Federal funding that pays 80% of the total construction cost was obtained.

PROJECT IMPROVEMENTS

Specific design features/enhancements of this project were identified. These features build off of best practices across Hawaiʻi and the United States to provide a built environment that improves operations and safety within the surrounding area context.

PROJECT IMPROVEMENTS:
KALAHEO AVE & KAILUA ROAD ROUNDABOUT RECONSTRUCTION

Project improvement 1: Raised crosswalks (speed tables) Kaʻaholo Street, Honolulu

Raised crosswalks will be provided across each leg of the intersection in addition to at the intersection with Aumoe Road to improve the safety of pedestrians while reducing the speed of vehicles.

Project improvement 2: Shared-use path with permeable pavers. Indianapolis Cultural Trail, Indiana

Permeable pavers will be used in the construction of a widened 2-way, shared-use path along the west side of Kailua Road to reduce conflicts between the multiple user types (i.e., pedestrians, bikes, kayak trailers) while aiding in the control and treatment of stormwater runoff.

Project improvement 3: Mountable/raised, color/stamped concrete. Keʻeaumoku Street / Heulu Street, Honolulu

Mountable/raised, color/stamped concrete will be used in the roundabout truck apron and within raised medians where large vehicles (i.e., fire engines, semi-trailer trucks) need additional space to make certain turns.

Project improvement 4: Color/stamped at-grade walkway. City of Charlotte, North Carolina

A color/stamped at-grade walkway is being provided within the public right-of-way fronting Kalapawai Market to identify a safe/connected route across the makai side of the intersection.

Project improvement 5: Stools at relocated bus stops. Kapiolani Boulevard, Honolulu

Seating stools are being provided at the location of 2 relocated bus stops within the intersection area to improve bus stop access and comfort.

Project improvement 6: Roundabout center island design. Clearwater, Florida

Working with the Lani-Kailua Outdoor Circle, the roundabout center island landscaping design was reconfigured while maintaining the existing mature Banyan tree.

Project improvement 7: Rain garden with a concrete sidewalk. Hardy Street, Lihue, Kauaʻi.

Rain gardens are a form of low-impact development (LID) that are being used to treat polluted stormwater runoff prior to entering Kaʻelepulu Stream and the ocean.
ADA-compliant concrete sidewalks with curb and gutter are being constructed on the east side of Kailua Road in the project area to improve safety and access for pedestrians.

Project improvement 8: Informational Signage

Signage explaining the Low Impact Development (LID) planned for construction as a part of the intersection improvements to control and treat rainwater as a preventative measure against flooding and pollution.
